Loudoun County expanding behavioral health crisis services
Loudoun County is breaking ground on a new Crisis Receiving and Stabilization Center that will provide around-the-clock care, including urgent psychiatric care, for adults who are experiencing a behavioral health crisis.
The future CRSC will operate 24 hours per day, 365 days of the year, with 10 beds for people who are experiencing a behavioral health crisis that requires stabilization and 16 recliners for people who may require an assessment lasting less than 24 hours, as well as urgent psychiatric care services.
The CRSC services address the behavioral health crisis needs of anyone, anywhere, anytime, and reduces the reliance on law enforcement in situations where behavioral health services are required. The center’s services will promptly address the needs of the individual in crisis and offer timely intervention and treatment.
The $16.6 million, 20,500-square-foot facility is intended to help improve the behavioral health and well-being of the community, and close gaps created by a lack of public and private psychiatric beds in Loudoun and across the Commonwealth. The Board of Supervisors approved the construction cost and subsequently, the county received support totaling $9.7 million from the federal and state governments, and regional grant awards. The CRSC will provide much-needed psychiatric care in Loudoun and the region to alleviate patient boarding in hospital emergency departments while awaiting hospitalization.
The new center is being constructed on Meadowview Court in Leesburg. Once open, the Loudoun County Department of Mental Health, Substance Abuse and Developmental Services will operate the facility through contracted services. Construction is expected to be complete in 2026.

The Virginia Department of Behavioral Health and Developmental Services oversees all local Community Services Boards in Virginia, including the Loudoun CSB, a policy advisory board working with the Loudoun County Department of MHSADS to implement best practices in behavioral health crisis care.
