Loudoun Child Care Fee Reduction Program reopens
Loudoun County has reopened the Child Care Fee Reduction program for new applicants. The program uses funding from the American Rescue Plan Act to help reduce child care tuition and fees for families. The county is also allocating ARPA funds to directly assist child care providers to enhance the quality of their programs.
The Child Care Fee Reduction program, which originally launched in January 2025, helps fund child care costs for young children through age 12, providing up to 50% of the cost for qualifying families. The fee reduction is applicable to any licensed child care provider in Loudoun County, including in-home providers and daycare centers. The program reached capacity in March 2025 and was temporarily closed to new applicants. The current round of funding is also expected to reach capacity quickly.
The funds have been granted to Northern Virginia Family Services, which will pay child care tuition as long as families qualify. Payments will be made directly to families’ Loudoun-based child care providers according to their payment schedule. Funds will be available until October 2026, or until all funds are expended.
To qualify, families must live in Loudoun County, have a child or children from birth through age 12 who need child care, and meet these income guidelines for family size.

The county also has ARPA funding available to assist child care providers in improving the quality of their programs or to use for staff retention. Eligible providers may receive a $750 grant annually, through December 2026, which may be used for staff bonuses, staff training, curriculum purchases or other improvements. To qualify, providers must be based in Loudoun County and licensed to operate in Virginia.
