Purcellville police reports for the week ending December 4, 2020

11/27/20          7:24 a.m.         140 Purcellville Gateway                               Indecent Exposure 

The complainant reported that at approximately 7:06 a.m. a customer in the Starbucks drive thru exposed himself while accepting his order.  This was the same suspect in two prior incidents, from November 7 and 22, 2020. The staff member taking the order, recognized its unique nature as the suspected ordered the same thing during the prior incidents.  Staff had cameras ready and as the suspect pulled up to the window, they noted that he was exposing his genitalia. He collected his order and left.    The investigating officer, armed with a license plate, was able to track the suspect vehicle to a residence in Round Hill.  A deputy from the Loudoun County Sheriff’s Officer located the vehicle.  The Purcellville officer responded and spoke to the suspect, who admitted to being at the Starbucks, but denied exposing himself.  Warrants were obtained for all three incidents and the suspect was arrested.  He was released on an unsecured bond. Arrested was: Joseph Mckelpin, 39, of Round Hill, Virginia 

11/27/20          1:12 p.m.         200 Block of Misty Pond Terrace                   Missiles at an Occupied Dwelling 

The complainant reported that around midnight he heard the noise of rocks hitting the front of his house. Seeing no one outside, he retired for the evening. He then described hearing a loud thud. Fearing that someone was kicking in his door, he went down stairs and finding nothing amiss with his door, went back to bed.  The next day, he observed white rocks, similar to those lining a neighbor’s driveway, in his driveway. An officer responded and checked the premises with the homeowner, but discovered no damage. A canvass of the area found video footage from a neighbor’s camera showing what may be four juveniles walking on the street, near the complainant’s residence.   The investigation is on-going.  

11/28/20          3:42 p.m.         Town of Purcellville                                       Mental Health Crisis 

A teen who is a known consumer of mental health services, had a dissociative episode while walking with a parent.  The responding officer located and was able to calm the teen enough to make a transport back to the teen’s residence.  At home, the parent engaged in several techniques that resulted in the teen being able to recognize reality. Police left as no further assistance was required.    

11/29/20          1:36 a.m.         609 Block of Dominion Terrace                     Domestic Assault 

An officer responded to a report of a domestic assault and battery perpetrated by a husband upon his wife.  The wife reported being struck by her husband after she returned home from a party, that he did not attend.  The husband did confirm that he was upset and struck his wife on the back of her head.   He was arrested, transported to the Adult Detention Center, processed and released on an unsecured bond. An emergency protective order was also issued. 

11/29/20          2:46 p.m.         1000 E. Main Street                                       Grand Larceny/Credit Card Fraud 

The victim reported that her wallet containing cash and credit cards were stolen from her purse, which was in her shopping cart.  Subsequently, her credit cards were used at Walgreens and the 7-Eleven at Maple and Main Street.  Several of the incidents were captured on video and the investigation is on-going. 

12/04/20          12:09 p.m.       37000 Block of Perkins Court                                 Ransomware Fraud 

The victim reported that both his and his wife’s computers, that are networked together and share a cloud based data storage system, were hacked and their files were encrypted. The victim received an e-mail demanding $5000.00 for a decryption tool.
