Hillsboro’s ReThink9 announces no additional 30-day full-road closure, set for limited two-way traffic to begin March 30

Creative construction approach allows cancellation of approved 30-day full road closure, progress permits return to two-way traffic patterns during final utility phase—two months ahead of schedule.

The Town of Hillsboro announced today that its ReThink9 Traffic-Calming and Pedestrian Safety Project no longer requires a planned springtime 30-day full road closure and that limited two-way traffic will begin on March 30.

“We have made outstanding progress,” said Hillsboro Mayor and ReThink9 Project Manager Roger Vance, “and because of the extraordinary collaboration, creativity and quality commitments of the Town, our engineers at Volkert and our contractor Archer Western, we are able to forego an anticipated 30-day full closure this spring and are preparing for limited two-way traffic to begin within two weeks.”

According to Vance, during the “utility phase” of the schedule, two-way traffic will be permitted at all times, except Mondays through Thursdays from 9 a.m. to 6 p.m. and Fridays from 9 a.m. to 2 p.m. “The vast majority of weekday commuters will now have two-way, morning and evening access through the work zone. And, as we enter the tourism season, we are extremely pleased that visitors to the Hillsboro’s area wineries, breweries, restaurants and attractions will have 24-hour, two-way access through Town on weekends, beginning each Friday at 2 p.m.”

For motorist and worker safety, Vance said on Mondays through Thursdays between 9 a.m. and 6 p.m., and Fridays 9 a.m. to 2 p.m., the work zone will continue to be closed to all traffic. “We continue to have the work zone closed to all traffic during these hours to provide our utility workers with the utmost of safety and the ability to complete their work as quickly as possible— including the installation of miles of power and communications cables in buried duct banks and the removal of all overhead cables and utility poles within the extremely narrow corridor in historic Hillsboro.”

ReThink9 work zone open to two-way traffic:

• Saturdays and Sundays: 24 hours

• Mondays–Thursdays: 12 a.m. to 9 a.m. and, 6 p.m. to 9 a.m. the following day

• Fridays: 12 a.m. to 9 a.m., and 2 p.m. until the following Monday at 9 a.m.

  ReThink9 work zone closed to all traffic:

• Mondays–Thursdays: 9 a.m. to 6 p.m.

• Fridays: 9 a.m. to 2 p.m.

“Installing Dominion and Verizon cables is a giant milestone in construction activities,” said Archer Western Project Manager Matt Phillips. “Line crews from both utilities are being provided with complete access to the entire length of duct bank during this utility phase of construction.”

Matt McLaughlin of CES Consulting, who is coordinating the project’s utility operations, said, “Dominion and Verizon will have a big footprint in the narrow roadway on a daily basis, imposing severe limits to all vehicles moving along Charles Town Pike, including to the Town’s residents.” He added that providing an unimpeded work zone will allow this phase of work to be completed much sooner. “The consistent cooperation—from day-one—between the Town, Dominion, Verizon and Archer Western has made this very complicated project run exceptionally well and at a very fast pace.”

Vance noted, “Once the power is switched over, lines brought down and the poles removed, the remaining segments of sidewalks, curbs and gutters can be completed, streetlights installed, and the final layers of asphalt laid on Charles Town Pike.” As the road project comes to an end on Route 9, he added, motorists may experience slight delays for intermittent flagging operations on Charles Town Pike within Hillsboro.

While the Charles Town Pike infrastructure and traffic-calming aspects of ReThink9 are expected to be finished in May, additional Hillsboro infrastructure projects continue, including the extension of drinking water mains, sewer mains and Town communications conduit along the Town’s four other roads, three multimodal trails and construction of the Town’s new postal kiosk at the historic Lawson-Goodrich House. According to Vance Hillsboro’ new wastewater treatment package plant, currently under design, is expected to be completed by March of 2022.
