Fugitive arrested and returned to U.S.

Thanks to a joint effort, Franklin Antonio Carcamo Giron is back on US soil to face two charges of rape of a juvenile under the age of 13 years old, after being on the run for approximately two decades.

A “thank you” goes out to the Office of the Loudoun County Commonwealth’s Attorney, the FBI Washington Field Office, the FBI legal attaché El Salvador, the US Marshals Service, and the Department of Justice’s Office of International Affairs for their invaluable assistance in the arrest and extradition of Carcamo Giron back to Loudoun County.

In September 2001, the Leesburg Police Department received a report of multiple sexual assaults committed against a juvenile by Carcamo Giron. As a result of the investigation by Leesburg Police detectives, Carcamo Giron was arrested and charged with two counts of rape of a juvenile under the age of 13. Carcamo Giron was subsequently released from jail on bond in 2001 prior to his court date and fled the area.

In 2019, Leesburg Police Department’s Criminal Investigation Section detectives and their Crime and Traffic Analyst determined through investigative methods that Carcamo Giron was living in eastern El Salvador. Leesburg Police detectives worked with federal and international partners to obtain an INTERPOL Red Notice, which is a request to law enforcement worldwide to locate and provisionally arrest a person pending extradition, surrender, or similar legal action.

Carcamo Giron was arrested on August 18, 2020, pursuant to an INTERPOL Red Notice. The United States formally requested his extradition on Oct. 2, 2020. Extradition was granted on July 11, 2022.

Carc mo Giron was returned to the U.S. on August 12, 2022. He is being held at the Loudoun County Adult Detention Center on no bond.

I commend the hard work and dedication by all involved in both the initial 2001 investigation and the ensuing apprehension and return of Carcamo Giron to the United States. Thanks to the efforts of the many agencies involved, he will finally be held accountable for his offenses. I am hopeful this will bring some closure to the victim,” said Chief Gregory C. Brown.
