New officers inducted to Loudoun Human Services Network

The Loudoun Human Services Network starts the new year with newly elected officers chosen from its ranks of nonprofit leaders.

A coalition of more than fifty nonprofit human service organizations, the Loudoun Human Services Network’s mission is to promote collaboration and partnership among human service providers, and to advocate for the availability and access to human services for Loudoun County residents. The LHSN recently elected new officers to lead the coalition for the next two years after a successful tenure of its outgoing officers.

LHSN Chair Nicole Morris, CEO of Women Giving Back passed the torch to Lisa Max, CEO of The Arc of Loudoun and past Vice Chair of LHSN. Max and the rest of the elected executive officers will serve on the board beginning January 2026 to the end of 2028.

“It has been an honor to serve as Chair of the Loudoun Human Services Network over the past two years. I am deeply proud of the collaborative spirit of this network and the commitment of its members to strengthening Loudoun’s human services system. I am confident the incoming officers will continue to build stronger cross-sector collaboration and elevate shared advocacy for our most vulnerable neighbors. I look forward to supporting the next chapter of leadership as LHSN continues to grow in impact,” said Morris.

Dr. Tonya Adkins, CEO of HealthWorks of Northern Virginia will serve as LHSN new Vice Chair for the two year term. Alongside the chair and vice chair, Kim Tapper, Co/Founder & Executive Director of A Place to Be will serve as LHSN Treasurer, while Samantha Clarke, CEO of LAWS Domestic Violence & Sexual Assault Services will serve as LHSN secretary.

 “Coretta Scott King said, ‘the greatness of a community is most accurately measured by the compassionate actions of its members’, and that’s the best way to describe LHSN’s member organizations”, said Max. “We’re partners, innovators, and collaborators, and we work tirelessly to serve and support those in need throughout Loudoun County. I’m excited and honored to lead LHSN as, together, we do even more for our neighbors and friends.”

Joining the team of nonprofit leaders is Valerie Pisierra, former Executive Director of Loudoun Cares and past chair of LHSN (2022-24). Pisierra retired from Loudoun Cares in 2024 and was brought back into the nonprofit sector to serve as LHSN’s new Program Manager.

“This position allows me to continue to support our amazing Loudoun County nonprofits and their work. LHSN is a shining example of what I have always believed. Nonprofits must work together to serve their community and build a stronger sector.” said Pisierra.

In 2026, LHSN officers plan to lead a network-wide strategic planning initiative with its nonprofit member organizations, to explore strategies to strengthen collaboration among members and the delivery of services to Loudoun residents.
