Requests for Proposals for core infrastructure of care services

Loudoun County is seeking proposals from qualified organizations to provide certain health and human services to members of the Loudoun community. These competitive procurement solicitations for six specific services are scheduled to be released starting the week of January 6, 2025, through the week of Feb. 3.

Loudoun County will publish six Requests for Proposals for infrastructure of care services, as defined by Loudoun County, resulting in contracted services for the period of July 1, 2025 through June 30, 2026. The requested services are currently not provided or proposed to be provided through county government operations. 

Additionally, these contracted services will have an option for potentially four renewals in one-year increments depending on the contractor’s performance and/or determination of the county. In accordance with Virginia’s procurement laws, the competitive procurements ensure that specific services, outcomes and deliverables identified by Loudoun County will be procured from the most qualified offerors and supported with verifiable data.

The county will issue the RFPs for the service areas noted in the following schedule:

  • Jan. 6: Domestic and Sexual Violence Services (advocacy/accompaniment, emergency safe sheltering, and lethality assessment protocol/24-hour crisis hotline programs)
  • Jan. 8: Reduced Fee Comprehensive Medical Home
  • Jan. 10: Independent Living Support for the elderly and/or individuals with disabilities
  • Feb. 3: Free Medical Services
  • Feb. 5: Reduced Fee Comprehensive Adult Dental Services
  • Feb. 7: Free Representative Payee Services 

Offerors may submit responses to the RFPs by following the instructions contained in each RFP. Potential offerors are encouraged to familiarize themselves with the standards and documentation required by the county’s Department of Finance and Procurement, which will be the sole point of contact for any questions once the RFPs are released. Offerors should only contact the specific DFP staff noted in each RFP with questions or comments regarding the RFPs or the process. Loudoun County Government has established specific core health and human service areas that should be provided to the community directly by county departments or with the support of community-based organizations under a contract with the county. This process helps to ensure the county optimally addresses vulnerable residents’ needs in a manner that also provides accountability for the performance of services.

Loudoun County’s nonprofit community also provides important services to diverse populations within the community. In recognition of their role in the continuum of health and human services across the county, the Board of Supervisors has authorized competitive grant opportunities to members of the local nonprofit community. Grant funding is focused on services in the following areas of need: crisis intervention and diversion; improved quality of human services; long-term support; and prevention and self-sufficiency.

Most recently, the county announced on November 1, 2024, its annual grant opportunity and invited nonprofits to submit applications by January 3, 2025.

Loudoun County also routinely connects nonprofits to additional opportunities and information that may be of interest to nonprofits. Organizations should note that the RFP process is distinct from the grants process. The RFP process is a procurement process that allows the county to solicit competitive proposals from offerors interested in responding to specific criteria identified by the county, based on needs for the services it specifically wants to negotiate. The upcoming RFPs will result in a contract with potential renewals based on the established criteria including, but not limited to, performance.

These contracts for specific services do not create a sole source award or guaranteed funding from the county to the organization. The contracts are a mechanism for the county to procure certain services and are not meant to sustain a successful offeror’s general operations or other initiatives of the offeror that fall outside the scope of work requested by the county.

The grants process, on the other hand, invites nonprofits to inform the county of a need in the community that they propose to meet and the parameters and scope of the programming they could offer. Grant funding can be used to supplement an organization’s budget but, again, is not intended to fully fund the organization.

The county has established a subscription service to provide information of interest to local nonprofit organizations, including county grant and professional development opportunities. Members of the nonprofit community are encouraged to subscribe. Additionally, the county routinely publishes news and information that may be of interest to the public.
