Loudoun’s unspent ARPA Funds going to rental assistance

During its July 16, meeting, the Loudoun County Board of Supervisors authorized the reallocation of more than $2.2 million in funds from the county’s share of the federal American Rescue Plan Act funding. ARPA funds are intended to financially support the Loudoun community in recovering from the negative impacts of COVID-19. The money has been reallocated as follows:

  • Howardsville Flood Mitigation, $313,000: To fully fund mitigation efforts for resizing and extending the drainage ditch on Greengarden Road.
  • Launch Loudoun, $314,692: To fully fund the program, which provides technical assistance and data analysis support to small businesses, to expand program offerings and market to more diverse businesses and owners.
  • Rental Assistance, $1.5 million: Will enable Loudoun to increase the award authority of the contract for rental assistance to $7.25 million. The Board also authorized the increase in that contract award.
  • Salary and Administrative Expense, $104,604: Secures funds for continued temporary staff expense through December 31, 2026.

The unspent funds are a combination of unallocated ARPA funds ($172,296) and reduced costs for the following: Linear Parks and Trails studies ($160,000), Housing Management software ($1.5 million) and transit marketing ($400,000).
