Surveying to take place along W&OD Trail

Surveying along the Washington and Old Dominion Trail, from Catoctin Circle, SE to Catoctin Circle, SW, is expected to occur between Feb. 29 and May 1 as part of the Town of Leesburg W&OD Trail Lighting Project.

The project involves the addition of streetlights along the approximately 1.25 miles of trail in order to provide a safe route for evening pedestrian travel between residential areas and the downtown.

Trail users may notice staff members from Rinker Design and Associates and Accumark throughout the trail corridor and on adjoining properties. They will be placing survey flags and markings along the project corridor, which should remain in place through May 2. All impacted properties have been notified of the survey work directly.

The Town is working with RDA on initial design, including the gathering of survey data, investigating lighting options and costs, engaging stakeholders, and developing a concept plan. Be on the lookout for a public meeting to discuss the project.

Prior to starting survey and hiring RDA, the Town engaged the Northern Virginia Park Authority and Dominion Energy, the current owners and maintainers of the trail. After surveying is complete, the Town and RDA will work with utility companies, Town staff, the Leesburg Police Department, and the Northern Virginia Park Authority to evaluate site constraints, project impacts, lighting options, costs, hours of operation, and maintenance.

Upon development of a preliminary concept plan, the project will be presented to the public and Town Council for their input. The feedback will be used to finalize the concept plan and provide guidance on next steps forward. Additional design and public involvement will be needed prior to any land acquisition, utility relocation, or construction activities.
