Purcellville Police incidents report

PURCELLVILLE, Va. May 14, 202105/07/21          

9:26 a.m. – 410 W. Main Street – Found Property – A concerned resident reporting finding a bike, apparently abandoned in the bushes in front of 410 W. Main Street. The responding officer knocked on the door of the residence but no one was home. The bike was collected by the police. The owner may claim the bike by responding to the Police Department at 125 Hirst Road.  

05/07/21 – 10:58 a.m. – 20 Ken Culbert Lane  – Suspicious Incident Staff at the daycare center observed a man walking a dog without a leash. The dog ran to the fence and was greeted by the children who had been playing outside. The man made no attempt to contact the children or the staff but for several minutes took photographs with a camera described as professional grade. He retrieved the dog and continued on his way.            

05/08/21  – 10:26 a.m. – 300 Block of Dublin Square  – Information Only – Police responded to a report that a plumber was attempting to shut off the water to a residence from the “curb stop” valve.  This is used by Town staff to shut off water to a residence. Town maintenance staff responded and shut off the water, allowing repair work to proceed.  Residents who need to have the water shut off for this type of situation are asked to call 540-338-7421 during normal business hours or 540-338-7700 for nights, weekends and emergencies. 

05/08/21  – 3:00 p.m. – 1000 E. Main Street – Road Rage – While an officer was investigating a three-car accident, a motorist, not involved in this incident, frantically approached an officer and reported that an unknown male was following her vehicle. The officer spotted and stopped the other vehicle. The driver initially denied following the complainant, and the officer collected his information and advised the driver to wait while he finished the crash investigation. Following this cooling off period, the suspect driver admitted following the other car because he wanted to ask her why it had been necessary to “cut him off” at Hirst Road and 287. The officer provided the driver with a variety of reasons why his actions were both unnecessary and dangerous. Recognizing the folly of his ways, the driver apologized profusely and went on his way home. 

05/08/21  – 3:37 p.m. – 600 Block of Dominion Terrace – Check on Welfare – An anonymous complaint reported that a toddler was being left at home alone. An officer responded and found a parent at home with the child. The home was neat and orderly, there was an adequate amount of appropriate food and the child was wearing clean clothing. There were no signs of physical abuse and no evidence of neglect.  The parent, who is a stay-at-home caregiver, opined that the complainant was likely a downstairs neighbor, who frequently complains about noise from the toddler walking around the apartment. 

05/08/21 – 8:09 p.m. – 100 Block of Willie Palmer Parkway – Overdose – A woman, homeless because of her addiction to drugs, arrived at a friend’s house because she need a place to spend the night. She was invited in and excused herself to use the bathroom. Moments later, hearing a loud thump, the residents’ pushed open the door and found her unconscious on the floor. Police and medics were called, and the first arriving officer administered NARCAN and revived her just as medics arrived. The patient was stabilized by medics and transported to the emergency room. Officers found evidence of personal drug usage, but there was no reason to believe that the residents of the home were involved in any type of drug usage.  At the hospital, the patient gave false identifying information but was ultimately identified and found to be wanted by the Loudoun County Sheriff’s Office for five (5) active warrants for credit card fraud and theft. Upon release from the hospital, she was turned over to the Sheriff’s Office. 

05/08/21 – 8:29 p.m. – 300 of N. 21st Street  – Domestic Dispute  – A stepfather and stepson got into an argument over damage to a flower pot. Fearing that it might turn violent over the damaged violet, the other family members went to a neighbor’s and called the police. Officers arrived quickly and found that the anger of the two parties had diffused, and there was no evidence that a physical assault had taken place.  As such, no additional police intervention was required. 

05/09/21 – 5:45 p.m. – 100 Block of N. 16th Street – Check on the Welfare – The parents of an 18-year- old high school senior from Manassas were attempting to find their daughter, who left their residence on 05-08-21 without telling them where she was going. They tracked her to the area of the apartments in the 100 block of N. 16th Street. Responding officers were able to track her to an apartment and spoke to the resident.  Shortly thereafter the daughter came out.  She was intoxicated and belligerent towards her parents and the officers, shoving one of them in the chest. She was arrested and transported to the Adult Detention Center, where she was held until sober. Arrested was Allison Angeles-Ramirez, 18, of Manassas Park, VA. 

05/10/21 – 8:49 a.m. – 200 Block of Upper Heyford Place – Domestic Assault – Police responded for a domestic assault involving an adult parent and a teen child. Both parties were injured during the scuffle. The teen, who was the primary aggressor, was treated for his injuries at the hospital and released.  

05/12/21 – 9:00 p.m. – N 21st and Main Street – DUI – A complainant reported that an intoxicated subject had been in front of her residence and then got into a vehicle and drove away. The responding officer located the moving vehicle, observed driving behavior consistent with intoxication, made a traffic stop and encountered an intoxicated driver. After failing a battery of field sobriety tests, the driver was arrested. Arrested was Joseph Smith, 30, of Purcellville.

05/13/21  – 8:19 a.m. – 100 Block of S. Maple Avenue – Suspicious Incident -The complainant reported finding broken glass in her front yard. She believed the act to be politically motivated as, on several previous occasions, items with messages that are counter to her political beliefs have been found in her yard.

05/13/21 – 10:01 a.m. – 400 Block of Loudoun Valley Drive – Domestic Dispute – Officers responded for a domestic dispute between a woman and her young adult daughter, who was upset because her mom took away electronic devices from her younger siblings. While insults were exchanged, there was no physical assault. The mother asked police to remove the adult daughter, but this request was not honored. The mother was directed to the courts for assistance with her request.  Police responded back to the residence at 6:41 p.m. as the aforementioned daughter received an eviction notice via text message from her mother, citing the legal theory of tenant at sufferance.  The officer spoke to the Commonwealth’s Attorney, who reported that the daughter had squatter’s rights and that a legal eviction process would be necessary to facilitate her removal. The daughter, trying to avoid further acrimony with her mother, made arrangements to spend the night with a friend.  

05/13/21  – 4:30 p.m. – Main Street and Maple Avenue – Missiles at Occupied Vehicles

Police received several reports of high school aged boys throwing either water balloons or water jugs at passing vehicles and water balloons at “kids on the sidewalk.” After obtaining a vehicle description and tag, officers located one of the boys who reported that he and 14 other teenage boys from both Loudoun Valley HS and Woodgrove HS were playing the aptly named game “water balloon war.” The objective is to locate players and hit them with a water balloon and be the last one standing.  Houses and vehicles are safe zones and are not to be hit with balloons. The young man speaking with police admitted to throwing several balloons at a school bus, an obvious “safe zone.”  Upon being asked why, he replied, “I not know,” an answer consistent with the lack of prefrontal lobe maturity in teenage boys. Other players were identified, including several teenage girls, one who reported that the game actually involved 25 players, each who payed $5.00 to enter, with the pot going to the last player standing. She denied throwing balloons at cars as they are obvious “safe zones.” She was hiding out at home, until the field dwindled down, improving her chances of winning. Thus, the obvious difference between teenage girls and boys. The investigating officer also spoke with the School Resource Officer from Loudoun Valley High School and shared her findings. As of this report, the winner of the game had not been identified.  

05/13/21  – 10:10 p.m.  – 500 Block of Nursery Avenue  – Check on the Welfare – The sister of a man transported to INOVA Loudoun Hospital reported that when she arrived at his residence, where he lives with his wife, to check on his well-being, she found him in an incoherent state, lying in human waste. She also described squalor throughout the rest of the residence. This matter is under investigation in coordination with Adult Protective Services.
