Massachusetts man charged in Plaza Street Pedestrian Crash (Update)
Ross Phifer, 82, of Massachusetts, has been charged with one count of reckless driving.
The charge stems from a Nov. 25, 2023, early morning crash in the area of the Leesburg Public Safety Center (65 Plaza Street NE) involving an adult male pedestrian who was struck by a vehicle. The preliminary investigation determined that a vehicle being driven northbound on Plaza Street NE by Phifer impacted the pedestrian who was crossing Plaza Street NE in an eastbound westbound direction in a marked crosswalk.
Phifer remained on-scene and cooperated with police. The pedestrian was transported to an area hospital with serious but non-life-threatening injuries.
The matter pends adjudication in the Loudoun County General District Court.

The Leesburg Police Department Traffic Management Unit (TMU) is investigating a crash involving a pedestrian that occurred this morning.
On Nov. 25, 2023 at approximately 5:30 a.m., Leesburg Police Dispatchers received reports of a crash in the area of the Leesburg Public Safety Center (65 Plaza Street NE) involving an adult male pedestrian who was struck by a vehicle. The preliminary investigation determined that a vehicle being driven northbound on Plaza Street NE by an adult male impacted the pedestrian who was crossing Plaza Street NE in an eastbound direction in a marked crosswalk.
The driver remained on-scene and is cooperating with police. The pedestrian was transported to an area hospital with serious but non-life-threatening injuries.
One lane of Plaza Street NE remained closed for a few hours this morning while officers conducted the investigation. We would like to thank the Virginia State Police for their assistance in conducting this crash investigation.
