Loudoun County Human Services grant application process open

Loudoun County’s annual Human Services Nonprofit Grant Application for community nonprofit organizations is now open with the Fiscal Year 2027 (FY 2027) application available at loudoun.gov/NonprofitGrants.

Nonprofits certified as 501(c)3 organizations that provide services to Loudoun County residents in the areas of need identified and approved by the Board of Supervisors for FY 2027 are eligible to apply for funding.

  • Crisis Intervention and Diversion: Services provided to individuals and families in crisis to overcome immediate problems and reduce or prevent the need for more restrictive and expensive higher-level services.
  • Improved Quality of Human Services: Services and opportunities provided to individuals, organizations and communities that enhance the quality, accessibility, accountability, and coordination of services provided by community organizations.
  • Long-Term Support: Services that focus on assisting individuals who have continuing, long-term support needs to remain healthy, safe, and independent in the community.
  • Prevention and Self-Sufficiency: Services focused on assisting individuals and families in becoming and/or remaining independent and stable, and providing tools, skills, strategies and resources to individuals and families.

The Board of Supervisors has approved changes in the FY 2027 grant application process, including:

  • The maximum award amount for the standard nonprofit grant application has been increased for FY 2027 from $113,000 to $135,000 following feedback from the nonprofit community on funding limitations.
  • Nonprofits will be asked to select only one area of need in their grant application.
  • Nonprofits will have the option of selecting optional need categories, including education access, food security, health care access, housing assistance, mental health supports and workforce development.

Applications must be submitted by 4 p.m., Friday, Jan. 23, 2026. The amount of funding for FY 2027 will be determined by the Board of Supervisors as part of the county’s adopted FY 2027 budget. In FY 2026, the budget for human services nonprofit grant funding was $2.9 million.

Loudoun County has two options for organizations seeking local tax funds through the FY 2027 Human Services Nonprofit Grant process:

  • The standard nonprofit grant application process is for organizations seeking awards of $5,001-$135,000; organizations will be awarded proportional funding.
  • A mini-grant process provides a simplified application for organizations applying for a grant of $5,000 or less; organizations will be awarded the full amount requested. The mini-grant program is designed for innovative small-scale projects and new or small organizations that may lack the capacity to write a larger grant.

Prospective applicants are strongly encouraged to participate in a pre-application information webinar hosted by the county scheduled for Tuesday, Dec. 9, 2 – 3:30 p.m. The webinar will include instructions on how to apply, changes for the FY 2027 process, and a Q&A.
