LCPS to hold public hearings on CIP and CAPP

Loudoun County Public Schools will host a series of public hearings to present information on the division’s FY 2024-2029 project plans for the  Capital Improvement Program (CIP) and the Capital Asset Preservation Program (CAPP) to receive feedback from stakeholders.

All members of the community are welcome; interested families and staff are especially encouraged to attend. Please note that each session will be designed to present and discuss the same content, so interested parties should plan accordingly in selecting only the most convenient option to attend.

The CIP is traditionally a six-year financial plan for the acquisition, development, construction, addition, and/or renovation of public facilities, infrastructure, and capital equipment.

The CAPP fund was established by the Loudoun County Board of Supervisors in 1990 as a consistent means of planning for and financing major LCPS and County government maintenance efforts. The CAPP affords the County the ability to extend the useful life of mature and aging facilities through repair and renovation.

LCPS leadership presented their proposed capital programs to the School Board at the Nov. 15 School Board meeting.  Highlights of the proposal include:

Total cost for the entire FY2024 Capital Budget is $165 million
Total cost for the FY2024-2029 six-year plan is $1.3 billion
A new elementary school and a new high school
Replacement of Park View HS and renovations to Banneker ES
