Community Meeting Set for June 24 to Kick Off Loudoun Countywide Transportation Plan Review Phase One

Loudoun County has scheduled a public meeting about the first phase of the Countywide Transportation Plan (CTP) review to provide members of the community an opportunity to learn more about the review process and submit comments. The in-person meeting will be held Wednesday, June 24, 2026, at 6:00 p.m., in the multipurpose room of the Douglass Community Center, 407 E. Market St., Leesburg. A recorded presentation and opportunity to comment will be available at loudoun.gov/TransportationPlanReview for those who cannot attend in person.

How to Participate

The meeting will begin with a presentation about the project. After the presentation, attendees will have the opportunity to view exhibits on topics related to phase one of the review and speak with members of the project team. Attendees can submit comments during the meeting or online through the project webpage. Comments provided by July 9, 2026, will inform the materials presented by the project team to the Planning Commission and the Board of Supervisors. Comments provided after July 9 will be shared with the Board of Supervisors for reference. Public input will be accepted throughout the two-phased review process which will result in a recommended update to the CTP.

Project Overview

The Board of Supervisors initiated the review on February 18, 2026. The 2019 Countywide Transportation Plan and the 2019 General Plan comprise the Loudoun County 2019 Comprehensive Plan, which is a policy document that provides guidance on development throughout the county. The project has been divided into two phases:

  • Phase One: Underway now focusing on minor corrections, clean-up of the document, formatting fixes and comprehensive review of Loudoun’s roadway classifications to align with those used by the Virginia Department of Transportation and others in the transportation industry. Examples include:
    • Updating roadway names that have changed since the plan was adopted
    • Reviewing administrative policy changes
  • Phase Two: Once the first phase is complete, the second phase of the project will include an evaluation of more complex topics that require additional time, modeling, scenario testing, regional coordination, substantial public input and alignment with other plans and policy documents. Examples include:
    • Reexamining the number of lanes on the CTP roadways
    • Reviewing where pedestrian roadway lighting may be appropriate
    • Identifying options and locations for micromobility vehicles, such as bike shares and scooters

The anticipated completion date for this project is summer 2029.

Parking

For those attending the meeting at the Douglass Community Center, watch for signs for parking as well as directional signs to the multipurpose room, (E1).

There is limited parking available in front of the multipurpose room near the entrance on Route 7/East Market Street.

Additional parking is located on the other side of the main Douglass Community Center building. It can be accessed via Sycolin Road SE. Anyone parking should enter through door B3 and continue straight through three additional sets of doors to the courtyard. The multipurpose room is on the opposite side of the courtyard.
