Leesburg Town Council Approves Changes to Crescent Sycolin Development
The Leesburg Town Council has approved changes to the rezoning application for the Crescent Sycolin development.
The Council originally approved both a rezoning and special exception application for Crescent Sycolin at the September 10, 2024, Council meeting. At the January 13, 2026, Council meeting, the Council supported the applicant’s request to amend the approved rezoning to increase the number of residential units from 52 to 69 and increase the amount of commercial space from 5,245 square feet to 6,281 square feet. The proposal will provide a mixed-use development consistent with the guidance of the Town’s Crescent District Master Plan.
There were no changes made to the approved special exception application, which allows for the construction of an on-site parking area that is partially located within the Floodplain Overlay District. As part of the changes associated with the amended rezoning, the number of parking spaces that will be provided at the development has increased from 117 to 140.
The project site is located on Sycolin Road SE bounded by Frederick Douglass Elementary School to the northeast and the W&OD Trail to the south.
More information about the application can be found by searching the Leesburg Interactive Applications Map (LIAM) at https://www.leesburgva.gov/liam.
