Leesburg’s second draft zoning ordinance released for comment
The second draft of the Town’s new Zoning Ordinance has been released. The draft will be available online for public review and comment through the end of year at https://online.encodeplus.com/regs/leesburg-va/.
The majority of the new draft Zoning Ordinance was released to the public on March 6, 2025. Since then, the Planning Commission and Town staff have held public meetings twice a month to review, revise, and in some sections add draft language. The following sections are now included with the second draft Zoning Ordinance:
- Section 5-7: Crescent District
- Section 19-2: Tree Canopy Conservation
- Division 21: Signs
- Division 23: Attainable Housing
“Rewriting the Zoning Ordinance is a large task and we are excited to reach this latest milestone of releasing a complete draft that reflects public and Planning Commission input,” said James David, Leesburg’s Director of Community Development. “There is still work to be done and more review and feedback from members of the community will make the next draft of the Ordinance even stronger.”
The Leesburg Planning Commission will continue its ongoing review of the draft Zoning Ordinance Rewrite at their regularly scheduled work sessions through winter 2026. Schedule and meeting packets are published online at www.leesburgva.gov/pc. The public is invited to attend work sessions and future public hearings.
The Zoning Ordinance Rewrite project began in July 2023 and is expected to be completed with the adoption of the new Zoning Ordinance by the Town Council in 2026.
