BOS removes segment of Gloucester Parkway from transportation plan

The Loudoun County Board of Supervisors during its Sept. 10, public hearing voted to remove a segment of Gloucester Parkway between Belmont Ridge Road and Cochran Mill Road from the Countywide Transportation Plan, which serves as a guide for the county’s transportation policy and is part of the Loudoun County 2019 Comprehensive Plan

The Gloucester Parkway Comprehensive Plan Amendment (CPAM-2024-0006) removed the planned eastern portion of Gloucester Parkway Extension, including a bridge over Goose Creek. However, other planned parts of the Gloucester Extension will remain in the plan, including improvements to part of Cochran Mill Road, which would become part of the future extension, as well as new road construction between Cochran Mill Road and Crosstrail Boulevard. The new road would align with Kincaid Boulevard at Crosstrail Boulevard. 

A Transportation Analysis Technical Report led by the Department of Transportation and Capital Infrastructure supports the change with the following findings: 

  • Forecasted traffic is not significantly different when the planned eastern segment of the Gloucester Parkway Extension is removed. 
  • Removal of the bridge over Goose Creek preserves natural resources in the stream corridor. 
  • The western segment of Gloucester Parkway Extension provides access to Cochran Mill Road. 


Other planned improvements that are expected to help alleviate future congestion include: 

  • Widening Route 7 to eight lanes 
  • Extending Russell Branch Parkway 
  • Widening of Sycolin Road to four lanes 
  • Realignment of Cochran Mill Road 


The change results in amendments to the Loudoun County 2019 Countywide Transportation Plan, the Loudoun County 2019 Countywide Transportation Bicycle and Pedestrian Plan Map, and the Loudoun County 2019 Countywide Transportation Roadway Plan Functional Classification Map.
