Public Hearing on voluntary settlement agreement between Leesburg and BOS

The Commission on Local Government will hold a series of proceedings, including a public hearing, in Leesburg on Thursday, March 21, and Friday, March 22, related to the voluntary settlement agreement recently agreed to by both the Leesburg Town Council and Loudoun County Board of Supervisors regarding the annexation of the Compass Creek development into the Town.

Three meetings will be open to the public while members of the Commission are in Leesburg on March 21 and 22.

On Thursday, March 21, there will be an evidentiary hearing at 1 p.m. in Leesburg Town Hall Council Chambers (25 West Market Street). During this hearing both the Town and County will present materials in support of the voluntary settlement agreement. While this hearing is open to the public, public comment will not be permitted.

Later that evening, at 7 p.m. March 21 in the Lower-Level Banquet Hall of Ida Lee Recreation Center (60 Ida Lee Drive NW), the Commission will host a public hearing related to the voluntary settlement agreement. Public input will be received at this hearing.

At 10 a.m. on Friday, March 22, the Commission will hold its regular meeting in the Lower-Level Conference Room of Town Hall, which will include setting its schedule for issuing its report and recommendation related to the voluntary settlement agreement. This regular meeting is also open to the public, but no public input will be received.

After the hearings, the Commission will prepare a report and recommendation. Following the Commission’s report and recommendation, the voluntary settlement agreement must be approved by a special three judge panel appointed by the Supreme Court of Virginia. The annexation of Compass Creek into Town limits will not be official until an order approving the voluntary settlement agreement is entered by the panel and the applicable time for appeal has run.
